President

Nate Millsap

Security, technology & maritime leadership

Nate is Senior Director of Security & Cyber at Fincantieri Marine Group and a board member of the Wisconsin Procurement Institute. His work spans cybersecurity, information technology, export compliance, and security. A former active-duty U.S. Navy Intelligence Officer, he holds a master’s degree in management from the University of Wisconsin–Green Bay and a bachelor’s degree in history from the U.S. Naval Academy. As President of Hands On Deck, Nate brings maritime industry experience and a commitment to connecting young people with hands-on engineering and learning.

Randy Roiko

Accounting & financial leadership

Randy is a retired controller whose career included auditing at Touche Ross, directing internal audit at Super Valu, and serving as controller at Shopko in Green Bay. He earned his accounting degree at the University of Minnesota. His background also includes interests in woodworking and canoeing—a fitting connection to Hands On Deck’s work. Randy now serves as our Treasurer.

Heather Cox

Education & student success

Heather is an educator at Northeast Wisconsin Technical College, where her work has focused on pathways to academic success. She holds a master’s degree in communication from Clemson University. Heather and her husband, Dave, helped found Hands On Deck with Mark and Kelly Hawkins in 2016.

John Seaman

Small boats & traditional craft

Retired and a longtime contributor to Hands On Deck, John founded Green Bay Small Craft, a chapter of the Traditional Small Craft Association. He has rowed Adirondack guideboats since his youth in New York and has won the Willard Hanmar Guideboat Race multiple times. Away from boats, John enjoys Austin Healey sports cars and Wisconsin’s British car community.

Dr. Jim Spitzer

Community service

Jim is a retired dentist with a history of community involvement through Green Bay’s Breakfast Optimist Club. The club has supported Hands On Deck’s work with young people, and Jim continues that connection as a member of our board.

Renee Stein

Mathematics & mentoring

Renee is a Golden Apple Award-winning mathematics teacher at Ashwaubenon High School. Her connection to Hands On Deck is personal as well as educational: her son, Luke, has been a longtime student and apprentice. Outside the classroom, Renee enjoys spending time with family and visiting Door County.

Mark Hawkins

Founder & Executive Director

Mark founded Hands On Deck in 2016 with Kelly Hawkins and Heather and Dave Cox. What began as a boatbuilding club at Green Bay’s downtown library has grown into mechanical and maritime skills education for learners of all ages. A photographer and lifelong enthusiast of time on the water, Mark continues to lead the organization’s day-to-day work.
